There's a stark contrast between Judah and Nineveh in the days of Nahum. Even though Judah had autonomy there was great oppression from the Assyrian empire. And Nineveh was its largest city. Judah was a smaller nation holding onto (what you could say) was the little they had where Nineveh had great power and authority.

Nahum writes, "For the Lord will restore the splendor of Jacob Like the splendor of Israel, Even though devastators have devastated them And destroyed their vine branches." Nah. 2:2

This was a tough statement: a nation so little comparably is told it would be restored to greatness and the downfall of its great oppressor would be coming. Words very much wanted to be heard but it actually happening would be hard to believe for sure.

This contrast can be summed up, "What then shall we say to these things? If God is for us, who is against us?" Rom 8:31

Those who set themselves up against the Lord will fall. Even in moments of prosperity w/wickedness the end is fatal. The Lord is just in His ways and He's a restorer. Will we set our hearts towards the Lord? Truth: His judgment is perfect. His love is enduring.

So, may we set our hearts on Him.
