The Parables Discourse is Jesus' 3rd teaching we come to in Matthew 13. He shares multiple parables as He's teaches in front of the crowd. But "Who is Jesus speaking to?" would be a good question to ask.

Jesus shared from Isaiah, "You will keep on hearing, but will not understand; You will keep on seeing, but will not perceive; For the heart of this people has become dull, With their ears they scarcely hear, And they have closed their eyes, Otherwise they would see with their eyes, Hear with their ears, And understand with their heart and return, And I would heal them.'" Matt 13:14-15

Ultimately, it's up to us what we receive from the Lord. How willing are we to let Him minister to our hearts? There may had been a crowd listening to Jesus, but in that crowd some had a willing heart and others didn't. It's amazing how people can hear the same message and some can go away unaffected or even hard hearted towards the word. In this case Jesus knew this would be the case which is why He spoke in parables.
